INTERNAL REGULATIONS OF THE DOCTORAL PROGRAM IN "FOREIGN LITERATURES, LANGUAGES AND CULTURES” OF THE UNIVERSITY OF ROME TOR VERGATA
Art. 1 – Objectives of the Internal Regulations
In accordance with Article 3, paragraphs 5 and 8 of the “Regulations for Doctoral Programs” of the University of Rome Tor Vergata, issued by Decree No. 706/2022 on 11/05/2022 (hereinafter “Regulations for Doctoral Programs”), the following Internal Regulations establish the rules relating to the duties of the Coordinator, the formation of the Executive Committee, and the composition of the Doctorate Board of Studies.
Art. 2 – Doctorate Board of Studies
The provisions of Article 3, paragraphs 2 and 3 of the “Regulations for Doctoral Programs” apply to the Doctorate Board.
The Doctorate Board is composed of full and associate professors and researchers, accredited as provided for in Article 3, paragraphs 3 and 8 of the “Regulations for Doctoral Programs”.
In addition to professors and researchers, scholars of proven qualification (including those not belonging to university roles and professors from foreign universities, proposed by accredited members of the Doctorate Board and subsequently subjected to accreditation procedures) may be part of the Doctorate Board with voting rights.
Other professors and scholars may be part of the Doctorate Board with an exclusively advisory function; their appointment is proposed by the Coordinator or by one of the accredited members of the Doctorate Board and is approved by a simple majority; they may participate in all meetings of the Doctorate Board, without being counted for the quorum. Upon proposal of the Coordinator, these scholars may be assigned tasks and responsibilities necessary for carrying out the activities of the Doctoral program.
Meetings of the Doctorate Board are considered valid in the presence of 2/3rds of the accredited members, excluding those absent for justified reasons. The absence of professors from foreign universities residing abroad is, in any case, considered justified. In the event of repeated and unjustified absences from the Doctorate Board, meetings and/or various collegial activities (such as examinations and mid-term oral presentations), the membership renewal will be subject to discussion by the members of the Doctorate Board.
The head of the Doctoral Program’s Administrative office participates in the meetings of the Doctorate Board without voting rights.
Doctoral student representatives, up to a maximum of two, belonging to different cycles, also participate in the Doctorate Board without voting rights.
Art. 3 – Coordinator of the Doctoral Board of Studies
The Coordinator of the Board (hereinafter referred to as "Coordinator") has the educational and scientific responsibility of the Doctorate; oversees its functioning and coordinates its activities; manages external relations; administers the operational funds of the Doctorate; authorizes PhD students to conduct their research abroad, within the permitted limits.
The Coordinator prepares an annual detailed report on the status of the Doctorate, which is submitted for approval to the Board and forwarded to the relevant Department as well as to the university structure coordinating the Doctorates (Doctoral School).
The Coordinator is elected from among the full-time tenured professors at the University of Rome Tor Vergata who are members of the Board. The Coordinator serves for three academic years and can be re-elected consecutively only once.
At least three months before the expiration of the Coordinator’s term, the Dean convenes the Board for the election. Candidacies must be submitted to the Dean at least one week before the meeting. The Coordinator is elected by the Board, as provided for in Article 6, paragraph 6 of the University Regulations, by an absolute majority in the first call and by a simple majority in the second.
In case of impediment or absence, the Coordinator is replaced by the Vice-Coordinator.
Art. 4 – Vice-Coordinator. Executive Team
The Coordinator designates a Vice-Coordinator from among the members of the Doctorate Board.
The Executive Team is an advisory body that assists the Coordinator in carrying out his/her duties. The Executive Team is composed – in addition to the Coordinator – of a variable number of Professors (from a minimum of 2 to a maximum of 4) chosen from among the members of the Doctorate Board of Studies as heads of linguistic areas or appointed through formal communication to the Coordinator by other accredited members of the Doctorate Boad. The proposals of the Executive Team are approved by the Board by an absolute majority. The head of the Doctoral Program’s Administrative office participates in the meetings of the Executive Team without voting rights.
The Executive Team collaborates with the Coordinator and the Board of Studies in managing and organizing the activities of the Doctorate, whether related to teaching, research, or administrative and/or procedural aspects.
Art. 5 – Amendment of the Internal Regulations of the Doctoral Course
Any amendment to these Regulations must be approved by the Board of Studies by an absolute majority and subsequently submitted for approval to the Council of the Department of History, Humanities and Society.
Art. 6 – Referral Clause
For matters not expressly regulated by these regulations, reference is made to the provisions established by the current national regulations and the "Regulations for Doctoral Programs".
