Research: Public financial management and accountability in the health system during emergencies. The case of Italy
Dorel Balliu is a dynamic professional and Ph.D. student in Public Management and Governance. He possesses a diverse background in audit, governance, law and international development, with work experience in four countries – United States, Luxembourg, Albania and Italy.
As a State Auditor at the Albanian Supreme Audit Institution, he has promoted transparency and accountability through performance and compliance audits in the public sector. Dorel's international experience includes supporting social change initiatives as a U.S. Department of State Fellow, contributing to migration governance projects with the International Organization for Migration, and working with the United Nations. He has also worked as a University Lecturer and, earlier in his career, provided legal and business consultancy services.
His multilingual proficiency and extensive experience in diverse settings allow him to effectively engage with stakeholders across borders. Moreover, Dorel's work has been featured in some local publications and reports in Albania, solidifying his expertise in research.
Dorel's research project focuses on the topic “Public financial management and accountability in the health system during emergencies. The case of Italy”. It aims at analysing public financial management systems and approaches in times of emergencies such as the COVID-19 outbreak, as well as the governments’ response to tackle both financial pressures and the needed changes in the public health governance.
